dc.description.abstractThe article examines the evolution of public administration mechanisms in crisis conditions in the context of modern challenges facing Ukraine and global management practice. It is substantiated that the crisis is not only a destructive phenomenon that disrupts the stability of the functioning of state institutions, but also a factor in the transformation of management models, procedures, coordination and communication tools. In conditions of military threats, pandemics, economic shocks, man-made disasters, migration processes, cyber risks and information influences, traditional administrative and bureaucratic mechanisms of public administration are insufficient, as they need to be supplemented with flexible, adaptive, digital, network and partnership tools. Particular attention is paid to the Ukrainian context, in which crisis public administration operates in conditions of full-scale war, martial law, the need to maintain the continuity of public services, ensure national security, protect citizens' rights, and prepare for post-war recovery.
