TRANSFORMATION OF PUBLIC ADMINISTRATION PARADIGMS: FROM THE BUREAUCRATIC MODEL TO GOOD GOVERNANCE

Abstract

. The article examines the transformation of public administration paradigms from the classical bureaucratic model to the concept of good governance. Reveals the specific features of implementing the principles of good governance in Ukraine in the context of public administration reform, European integration, digital transformation and post-war recovery. It is substantiated that the modern Ukrainian model of public administration should combine the legal certainty of the bureaucratic system, the effectiveness of the managerial approach, the openness of network governance and the value-based foundation of good governance.
