Abstract

The article examines the theoretical, methodological and applied foundations of state-public governance of the educational sphere in the context of Ukraine’s European integration transformations. It is substantiated that modern educational policy requires a transition from a predominantly administrative and hierarchical management model to a partnership-based, open and multi-level governance system in which the state, local self-government bodies, educational institutions, civil society organizations, professional communities, parents, learners, employers and international partners act as active participants in the formation and implementation of educational policy. The article identifies the key mechanisms of state-public governance of the educational sphere: legal, institutional-organizational, communicative, human resource, financial-resource, digital, monitoring, partnership and European integration mechanisms. It is proved that the effectiveness of these mechanisms depends on the real participation of the public in management decision-making, the development of educational autonomy, the formation of a culture of trust, transparency of governance and the implementation of European standards of education quality.
